I would use the Fios router hooked into tv, turn off it’s WiFi and dhcp, buy a router that supports the vpn you want, then configure it to be your WiFi and such server. Plug the Ethernet in the Fios router then you should be good I’d think. I don’t run full house vpn, but a router setup like above
